From a quick search of “ANOMALY: use of REX.w is meaningless”, this appears to be a corrupt low-level JAVA issue; it’s common that this is as either a hardware driver issue or an anti-virus issue. It appears that AMD GPU’s and TrendMicro AV are common culprits...since ZOS doesn’t rely on GPU, I would suspect it's maybe an anti-virus issue. However, other low level JAVA programs could also cause this issue. Can you temporarily disable your AV and see if you can get it to run?
