Is it possible to find the design if I know SF (focal length) and D (diameter) ?
Not equivalent, but determine its real parameters as on the drawing.

No, I don’t think that you have enough information.
Have a look at the different models of Fresnel lenses we have: How to model a Fresnel lens in OpticStudio
That will give you some ideas of what you need to define such a lens.
