What is the right optimization operand(s) in designing flat field objectives?

The default merit functions are your best bet. In general its not a good idea to optimize for specific aberrations as image quality will worsen. Optimize for image quality first, and increase the weights on your off-axis fields if necessary to get a flatter performance. You can also add a field flattening lens close to the image surface to provide a flat field.
