Can use GENC at the surface other than image surface?

I would like to use GENC to find the GEO radius. it seems I can only get that data at the default surface-image surface. How can I get that data in other surfaces, such as the surfaces close to image surface?

You can use IMSF before the GENC operand.  If you want the geometric radius from the Spot Diagram, you can also look at RSCE, RSCH, RSRE, and RSRH.
