I am relatively new to zemax and i was trying to make a rough surface with very low reflectivity. How do i achieve this?

In NSC (Non-Sequential) Mode, there’s a tab on the objects menu for Coat/Scatter.  If you are just concerned with % of specular reflection, you can give the surface a coating that has the appropriate reflectance.  If you’re interested in scatter, you’ll need to use the scatter setting and pick one of the canned scatter profiles and then trace A LOT of rays (don’t forget to turn on “Scatter Rays” when you trace them).  If you don’t mind spending a month on the theory and math, you can create your own scatter profile as a BRDF.

In NSC mode just add a coat with correct reflection characteristics.
