They allow you to set the pickup values for any parameter of any given surface.  For example, assume the focal length of a paraxial lens (which corresponds to the value of Parameter 1 for the paraxial lens surface) is picked up from the thickness value of the same surface and then offset by 10 mm.  You can control these pick-up settings in the MCE.  The only reason to do this would be to set up more than one configuration with the pick-up settings changing from one configuration to the next.
