Light source producers can provide for download source files with the extension .rs8.
rs8 files can be converted to RSMX files.

Their IES files is only a point source and does not describe the ray generation close to the LED surface

Would conversion to SDF work as an alternative? If that is the case, you can use the OpticStudio tool Generate Radiant Source Model Rays with the RSMX file that I sent to you. Below is a screenshot of the tool, and you can find much more detailed information to set it up in the Help File: The Help Tab > Zemax Lab Group > Deprecated Features > Radiant Source Models > Generate Radiant Source Model Rays
